A variety of business comes before the City Council at its meetings. The City Council holds regular meetings on the first and third Wednesdays of the month beginning at 7 p.m. The Council holds Study Sessions the second and fourth Wednesdays, also starting at 7 p.m. A primary difference between the two types of meetings is that no decisions are made or action taken at Study Sessions. This Board was established to nominate and recommend to City Council potential historic sites and the designation of historic districts within the City. Palm Springs was incorporated in 1938 and has a City Council/City Manager form of government. As its governing body, the Palm Springs City Council is comprised of five members, including the Mayor, who are elected citywide. They serve four-year terms, however not all five seats are up for election at the same time. Their terms are staggered. Currently serving on the City Council are Mayor Ron Oden, Mayor Pro tem Chris Mills, Ginny Foat, Mike McCulloch and Steve Pougnet.
Municipal elections are consolidated with the general election and held every two years in November of the odd-numbered year. Council terms overlap, with two Councilmembers and the Mayor elected one year and the other two Councilmembers elected two years later. Each year the Council selects one of its members to serve as Mayor pro tem. The City Council also serves as the Redevelopment Agency Board.
Palm Springs is among more than 300 cities in California operating under the Council-Manager form of government. The Council hires the city manager who is the chief administrative officer of the City, responsible for all the management functions of the City, including preparation of the budget, delivery of services, hiring of personnel and implementing capital projects. The City Council also directly hires the city attorney who serves as the City?s primary legal adviser.

The City Council welcomes your participation at its meetings. The public may address the City Council on any item during the public comment period at the beginning of the meeting. Those wishing to address the Council are asked to first complete a speaker's card and give it to the City Clerk so the City has a formal record of individuals who speak. Speakers are called upon by the Mayor and those wishing to address an item on the agenda listed as a public hearing will be called when that item comes up. Public comment is limited to three minutes per person or five minutes if the item is a public hearing.
Televised coverage of all City Council meetings is presented live on local cable TV Channel 17.
Other than the Mayor, Councilmembers do not maintain offices at City Hall, however, they may be contacted by telephoning City Hall at 760-323-8203. The Mayor's phone number is 760-323-8200. Elected officials also may be contacted in writing by addressing mail to their attention and sending it to the City of Palm Springs, 3200 E. Tahquitz Canyon Way, P.O. A seven-member commission whose members meet on the second and fourth Wednesdays of each month at 1:30 p.m. in the Council Chamber, and study session the first Wednesday, at 2 p.m., in the Large Conference Room, at City Hall. This Commission reviews applications and construction plans for development within the City. It further reviews and recommends action on all matters concerning the City's General Plan, Capital Improvement Program, zoning regulations and environmental matters. On items requiring public hearings, it receives public testimony and considers public opinion. Most of the Commission's decisions are final, and are subject to appeal to the City Council. Staff support is provided by the Planning and Zoning Department, 323-8245.
